The Outcome decks simply don't need Gush because they are able to draw a degenerate amount of cards with each resolution of their namesake spell. The only blue draw spell besides Gush that is seeing significant success is Paradoxical Outcome. It's not impossible to play a blue deck without Gush, but these days it can be tough to justify not playing a Gush deck if you're playing with Islands. Since it was unrestricted more and more people seem to be converting to playing Gush decks, and the piece of the pie devoted to other draw engines has dwindled somewhat. For the majority of the past few years the various blue decks have been somewhat warped by the card Gush. The Vintage format is known for the high power level of the various types of blue-based decks in the metagame.
